The Bush Administration is re-opening its investigation into the handling of the detention of Canadian citizen Maher Arar.
Maher Arar is not a terrorist, nor has he ever been a terrorist, but that didn't stop immigration agents from detaining him at JFK airport on Sept. 26, 2002 on his way home from vacation.
