Senator Joe Simitian created a new law set to be implemented tomorrow that not only requires adults to utilize hands-free devices in order to speak on a cell phone while driving, but also prevents teenagers that are 16 and 17-years-old from text messaging and using any type of cell phone to talk while driving.
