It could be that a person is apologizing to themselves and others not because of what they've said, but the level of anger or annoyance that they were exhibiting within the rant. Maybe a way of saying, "Sorry, but I'm not myself at the moment." But, that is only a guess.

being too harsh. If you truly want to express your feelings
then do it. It shouldn't be necessary to apologize. I guess
it's up to the individual. Personally, I love to vent!!!
