One of them was 110mb.com, but they stopped support for databases until you had like 10 posts in the forum or something so I quit them. There are plenty of free webhosts that give gigantic space out there, along with proper PHP, mysql and perl support.
If you're just looking for a simple webpage and you don't know much about HTML scripting or whatever, try http://sites.google.com/site/sites/,, which offers their own web page builder.
