It becomes invading because why would they picture you? Of course it becomes a slightly different thing when they just would picture the background and you were photographed as well.
I'm wondering about those civilians I see on newspaper, like vendors, photographed and then displayed on the national newspaper. I don't think it's fine if they don't know it.
