No distinction between parliament and executive. email this discussion to a friend?

In my research;I have meet that reality at par.


Parliament here in kenya is just like another name for executive such that one can't really draw up any distinction between them.
During appointments to cabinet;ministers come from parliament and so that leaves me in a state of political confusion since I cannot strike any difference between the two arms of the government.
I think it has now come time to vividly clarify the difference and at the same time that proves political scientists to and people to form a new constitution.
After all,it is only a new constitution that would ensure equitable distribution of resources in the country.
Currently,some ministers are supporting the idea of uploading top governmwent officials from a single trible with an excuse being "others are not qualified".
I don't agree with that at all since there are so many people highly qualified but can't get those jobs since even apointments appear to be favours that decend on a particular community that is in power.
In spite of positive government's efforts to extarpate poverty,lack of clear policies and failure to enlighten the citizens to develop bussiness ideas has been a total tragedy.
For example,constitution development fund has not brought any good impact to the grassroot level due to the presence of analogue politicians.
Those funds I believe should now be changed to members of parliment fund since they are the people who end up benefiting from such funds and leaving the rest eclipsed in a cloud of deep penury.
As a result of that,slums have drastically increased with the word poverty rising high in the sky as it echoes in the hearts of many.
I remember being awarded CDF scholarship but those funds never reached the constituency and when I went to lash out at the media they could not support my efforts.
That is when I questioned the independency of media;but the answer came out clearly;media houses were not independent.
Parliament being the laziest out of the three arms of goverment,can now be blamed for not being accountable in a span of five years.
Debates in parliament were a crisis since opposition belives that being in that side is opposing every bill that is tabled in parliament.
As a result of that so many important bills failed to become law.
Once again,I believe that time has come for the president to appoint cabinet outside parliament as a way of executive respecting parliament.

I appreciate your frustration and anger over what obtains in your country in terms of corruption, poverty, lopsided appointments, nepotism, the encapsulated media and the lack of check and balances, which separation of power should have facilitated. To start with, let me observe that your country fits into the parliamentary form of government, as you mentioned that ministers were appointed from parliament. If that is the case, there is nothing anomalous about it. The same system works well in Britain. The other popular or common alternative in a democracy is the presidential system being operated in the US, whereby the ministers(Secretaries or so) come from outside the Congress. I won't say that one form of government is better than the other in preventing some of the problems you mentioned. What I am saying in essense is that either form of government can be abused by selfish politicians. During the First Republic in Nigeria, a parliamentary system of government was in place, patterned after that of our colonial masters. Our local politicians did not allow it to work, or maybe it was not well suited to our environment. There were constant upheavals and misrule, which culminated in the 1st bloody coup d'etat of 1966. On return to party politics in 1979, the presidential system of government was adopted. Apart from being very expensive to run, it did not bring about any improvement in the welfare and rulership of the people as envisaged. Its failure led to the coup of 1983. We resumed our presidential experiment in 1999, and the country is currently almost on the brink of collapse from corruption, poverty, millitancy, violent crimes, nepotism, name it. The question now is: Is it not high time we adopted a system of government best suited to our peculiar circumstances in Africa? Our leaders, while asking for our votes and on assumption of power, swear by the Bible and the Qur'an to rule with all good conscience and in the interest of the people. Fake oaths all! The modern God does not act instantly. Did I hear somebody suggest swearing by our ancient gods, which act fast? Sorry, we are all entrenched in christianity and islam. The way out? The masses of the people need attitudinal change to effect a change in our leaders. God help us in Africa.

What a well researched response!
I think God will liberate Africa form devils of ethnicity that have terribly cursed our leaders such that they have now become blind and political lepers.

On my part I would prefer to have a parliament government than to have an executive government.I would like to eradicate those Senate that just wasted the money of the government.
